What does WPC-ETA means?

WPC stands for wireless Planning and communication wing of the Ministry of Communication and information technology established in 1952. It is the national radio regulatory authority responsible for frequency spectrum management, including licensing, and caters to the need of all wireless users (government & private) in the country. It exercises the statutory functions of the central government and issue license to establish, maintain and operate the wireless station.

Electronic devices such as smartphones, laptops, and smartwatches which operate over Wi-Fi and Bluetooth technology require WPC- ETA license before their manufacturing and importation within the country.

What is ETA license and which authority issued it?

ETA stands for Equipment type approval.it is a license that is issued by the wireless planning and communication (WPC) wing of the ministry of communication and information technology. There are more than 20 categories of Wireless operating licenses issued by the WPC wing or its regional licensing offices.

Who is required to obtain ETA license?

A person who manufactures or imports wireless devices in India is required to obtain Equipment type approval from the WPC wing of the ministry of communication and information technology. Following are some examples of wireless devices.

E.g. Smart Phones, Electronic notepads, Smartwatches, speakers, Headphones, laptops, etc.

What are the types of ETA licenses?

There are two types of ETA license:-

ETA through self-declaration:- ETA through self-declaration is applicable to the products (Radio frequency devices) which comply with both the conditions that is Exempted from import licensing requirement as per EXIM policy of DGFT and Working in de-licensed frequency bands as per applicable gazette notification. ETA through self-declaration covers commercial/finished products such as mobile and computing devices (Mobile handsets, smartphones, electronic notepads, laptops, smartwatches, printers, scanners, etc.)
Scrutiny based ETA :- Scrutiny based ETA is applicable to those radio frequency devices which are operating in the notified license-exempted category and falling under the restricted category of DGFT import policy.

What is the application procedure for obtaining ETA license from WPC?

A person who is required to obtain ETA license is required to make an online application on saralsanchar.gov.in. Of the Department of telecommunication along with prescribed documents and application fee.

The following documents are required for the ETA license.

Pan and Aadhar of a sole proprietor or partner or Authorise representative (in case of Company)
GST registration and IEC certificate
Partnership deed in case of partnership firm
MOA and AOA of Company
Make and Model No. with S.No
Frequency range of device
Output power of the equipment
Test report issued by an accredited laboratory.

What is the government fee for ETA license?

Government fee of ETA license is Rs. 10000 for each product falling under ETA through self-declaration.
