
What does EPR (extended producer responsibility) mean for used oil?
Extended Producer Responsibility (EPR) means the responsibility of the producer of tires to ensure environmentally sound management of waste tires. Producers shall take all steps required to ensure that waste tires are managed in a manner so as to protect health & environment against any adverse effect that may result from such waste tires.
What does mean by used oil?
Used oil means any oil derived from crude oil or mixtures containing synthetic oil, including spent oil, used engine oil, gear oil, hydraulic oil, turbine oil, compressor oil, industrial gear oil, heat transfer oil, transformer oil, and their tank bottom sludges.
Note: In case an entity falls into more than one category, then said entity shall register under that category separately.
What does mean by the producer?
Producer means any person or entity who
- Manufactures and offers to sell base oil or lubricant oil domestically under its own brand name
- Offers to sell lubrication oil domestically under its own brand, using the base oil manufactured by other manufacturers or suppliers, or
- Offers to sell imported base oil or lubrication oil domestically
What is base oil?
Base oil is derived from crude oil through a refining process. In the refining process, all impurities and other unwanted elements are removed, which results in a more suitable consistency product. Base oil serves as the primary component in the formulation of various lubricants, such as engine oil, industrial oils, and automotive lubricants. It is used as a base upon which additives are mixed to create finished lubricants with specific properties.
What is the EPR target for used oil?
EPR target can be classified into two categories
1. For producers of base oil and lubricants oil

Note-
- EPR of collection and recycling targets for the year 2029-2030 onwards will be 60% of the base or lubrication oil sold or imported in the year (Y-2)
- For units established after 1st April 2024, the Extended producer responsibility obligation will start after two years from the end of the financial year in which the unit was established and will be as per the target prescribed
- EPR target for importers of used oil
- The Extended producer responsibility obligation for used oil importers in the year shall be 100% of the used oil imported in the year (Y-1)
- The importer of used oil is permitted only for the purpose of refining only
When will this requirement of EPR registration for used oil be applicable?
The requirement of EPR registration and meeting of the EPR recycling target will be applicable from the 1st day of April 2024.
