
NOC FOR STEEL IMPORT
1. NOC FOR STEEL IMPORT Without BIS License
All importers importing steel products without BIS licenses (i.e. BIS registration is not compulsory for such steel and steel products) must apply and seek clarification/NOC from the Ministry of Steel through the QCO Portal for every consignment.
The Ministry of Steel has notified the Steel and Steel Product (Quality Order) under the BIS Act, 2016. The Quality Control Order mandates that all imported steel products must have a BIS License and be marked with the ISI and BIS License Numbers.
However, certain steel and steel products where BIS is not mandatory must obtain a No Objection Certificate (NOC) from the Ministry of Steel via the QCO Portal.
2. Types of NOC Applications for Steel Import
There are four categories of applications to obtain NOC for steel import:
- Application for Advanced Certification (before placing an order)
- Application for Material in Transit
- Application in Case of Material at Indian Port
- Clarification for Repeat Order
Now we will understand each application one by one
1. Application for Advanced Certification (Advance NOC)
Importers can apply in advance for products where BIS compliance is not mandatory. This helps avoid clearance issues.

- Company Specification (National/International)
2. NOC When Material is in Transit
Used when shipments are in transit. Apply through the QCO portal.

3. NOC When Material is at Port
Apply only after generating the Bill of Entry (BoE).

4. NOC for Repeat Order
This is for importers with a prior NOC from the Ministry for the same grade.

Note: This NOC is issued on a per-consignment basis.
How to Use QCO Portal: A Step-by-Step Guide
STEP-1: Registration on Portal
- Go to: tc-qco.steel.gov.in (Recommended browsers: Google Chrome or Mozilla Firefox).
- Click "Registration" and fill out the form.
- You will receive a confirmation email once you submit the registration form.
- Admin will verify your details, and once approved, you will receive your User ID and Password to log in.

STEP-2: Password Management
- Password can be reset or changed after login.
- If you forget your password, use the "Forgot Password" option to reset it.

STEP-3: Upload Application
- Login → 'Consignments' → 'New Consignment'.
- Select the appropriate application type for your consignment.
- Enter quantity in tons. Submit separate applications for different grades.

Steel & Manufacturer Details
- Steel Type: Carbon/Alloy Steel or Stainless Steel.
- Product Type: Flat or Long.
- Provide accurate manufacturer details where the material was initially produced.
