
What does WPC-ETA mean?
WPC stands for the Wireless Planning and Communication wing of the Ministry of Communication and Information Technology, established in 1952. It is the national radio regulatory authority responsible for frequency spectrum management, including licensing, and caters to the needs of all wireless users (government and private) in the country. It exercises the statutory functions of the central government and issues licenses to establish, maintain, and operate wireless stations.
Electronic devices such as smartphones, laptops, and smartwatches, which operate over Wi-Fi and Bluetooth technology, require a WPC-ETA license before their manufacturing and importation within the country.
What is an ETA license, and which authority issues it?
ETA stands for Equipment Type Approval. It is a license issued by the Wireless Planning and Communication (WPC) wing of the Ministry of Communication and Information Technology. There are more than 20 categories of wireless operating licenses issued by the WPC or its regional licensing offices.
Who is required to obtain an ETA license?
Any person or entity that manufactures or imports wireless devices in India is required to obtain Equipment Type Approval from the WPC wing of the Ministry of Communication and Information Technology. Some examples of such wireless devices include:

What are the types of ETA licenses?
There are two types of ETA licenses:
- ETA through self-declaration: This is applicable to radio frequency devices that meet both of the following conditions: they are exempt from import licensing requirements as per the EXIM policy of DGFT, and they operate in de-licensed frequency bands as per applicable gazette notifications. This includes commercial/finished products such as mobile and computing devices (mobile handsets, smartphones, electronic notepads, laptops, smartwatches, printers, scanners, etc.).
- Scrutiny-based ETA: This applies to radio frequency devices that operate in the notified license-exempted category but fall under the restricted category of the DGFT import policy.

What is the application procedure for obtaining an ETA license from WPC?
To obtain an ETA license, the applicant must submit an online application on saralsanchar.gov.in, the portal of the Department of Telecommunications, along with the prescribed documents and application fee.

Government fee of ETA license is Rs. 10000 for each product falling under ETA through self-declaration.
