
What are the Legal Metrology (packaged commodities) Rules?
Legal Metrology Packaged commodities Rules regulate the packaging requirements of prepackaged commodities that shall be sold, delivered, or distributed within the country. This rule has been introduced by the central government in order to ensure & protect the rights of consumers who are using pre-packed commodities . The central government has made mandatory requirement that certain disclosures be made by manufacturers, packers, and importers on pre-packed products or commodities. All packers, manufacturers, and importers of prepackaged goods are subject to the Legal Metrology (Packaged Goods) Rules, 2011. Under these guidelines, they will receive a certificate.
Any pre-packaged goods intended for final consumers must be submitted to the director or the controller in accordance with Rule 27 of the Legal Metrology Packaged Commodities Rules, 2011. Every packer, maker, and importer of prepackaged commodities is required to register as a packer under the aforementioned law.
Every packer has an obligation to make the obligatory statements outlined in Rule 6 of the PCR, 2011. Generally speaking, when you import a pre-packaged item, you have to make sure that the packaging complies with PCR, 2011, under the Legal Metrology Act, 2009. Both the federal government and the state governments have the authority to award packer registration.
Who is the packer?
Any person or firm that pre-packs any commodity in a bottle, tin, wrapping, or otherwise in units suitable for sale is a packer.
What are the pre-packed commodities?
Pre-packed products means a product that, without the purchaser being present, is placed/packed in a package of whatever nature, sealed or not, so that the product contained therein has a predetermined quantity.
Is there any requirement under LMPC rules for persons who are dealing in pre-packed commodities?
Persons who are selling, delivering, or distributing any pre-packed commodity are required to get packer registration (certificate/license) as per the Legal Metrology Packed Commodities Rules 2011; otherwise, their product may be seized by the government department, and they will have to pay a heavy fine.
Who are required to get this packer registration?
As per LMPCs, a manufacturer, packer, or importer who wants to sell, deliver, or distribute a pre-packed commodity is required to get a packer registration within 90 days from the date of commencement of pre-packaging.

- Trade License
- Rent /Ownership
- Partnerships Deed (in case of partnership)
- Monogram/ Trademark
- Land Conversion Certificate
- Food license for food item
- Liquor License
