
What is Manufacturer Licence under legal metrology act?
As per Section 23 of legal metrology Act 2023, if a person proposed to manufacture, repair or sale any weight or measure (weighing or measuring instrument) is required to obtain a licence from controller of legal metrology of respective state government in which it proposed to carry its business and operation.
No person can carry on such manufacturing, repairing or sell activity without obtaining the manufacturer licence from controller of legal metrology of state.

Who is manufacturer of weight or measure as per legal metrology Act?
1. Manufacturer in relation to any weight or measure, Means a person who :
2. Manufacture weight or measure
3. Manufacture one or more parts and acquires other parts, of such weight or measure and, after assembling those parts, claims the end products to be a weight or measure manufactured by himself or itself, as the case may be,
4. Does not manufacture any part of such weight or measure but assembles parts thereof manufactured by others and claims the end product to be a weight or measure manufactured by himself or itself, as the case may be.
5. Puts, or causes to be put, his own mark on any complete weight or measures made or manufactured by any other person and claims such product to be a weight or measure made or manufactured by himself or itself, as the case may be.
What is the procedure to obtain the manufacturer licence?
- An application along with prescribed documents to be made to the office of the inspector of legal metrology within their respective District/Civil-subdivision within the respective state.
- After receiving the application, the inspector will scrutinize all the documents and inspect the premises of the applicant and prepare an inspection report.
- Inspector shall submit the inspection report and documents to the Assistant Controller of Legal Metrology within the prescribed time.
- The Assistant Controller of Legal Metrology, on receipt of the application and inspection report from the inspector, shall examine all the documents and inspection report and forward it along with his recommendation to the Controller of Legal Metrology.
- The Controller of Legal Metrology shall examine all the documents and inspection report and, after considering the recommendation of the Assistant Controller, shall grant the licence.

- GST Registration certificate of company / Firm / Sole proprietor ship
- PAN/CIN/ MOA/ AOA/ of Company
- PAN / Aadhar of partner In case of partnership firm
- PAN / Aadhar of sole proprietor in case of sole proprietorship firm
- Model approval certificate
- Photo of premises
- latest Photo of model of weight or measure
- PAN / Andhra of authorise representative
- Identity proof
- Certificate of registration of industry
- NOC from competent authority
- Document proof of ownership of lease agreement etc.
- Note: – Documents requirement varies according to Entity Nature
